    No, SIMATIC Manager v5.7 is used to program S7-300 and S7-400 PLC’s and is sold separately. TIA Portal Professional v16 includes the same features as SIMATIC Manager and can be used to program any S7 PLC, so it is priced much higher than TIA Portal Basic.
